水務署標準規格 EM-00-03 要求承建商在合約開始後一個月內提交設備報批，未獲批准前不得落單製造。這套範本把 EM-00-03（2025 年 10 月版）及 EM-00-01（2023 年 12 月版）的呈交要求拆成六份可直接填寫的文件，每一格都對應規格條款並引錄原文，方便承建商、機電分判和供應商在投標期先把材料備齊。範本屬港德自行編製，不是水務署的官方表格；個別合約的特別規格及工程師的要求優先。
Six fill-in templates that map the equipment-submission requirements of WSD EM-00-03 (Oct 2025) and EM-00-01 (Dec 2023) clause by clause, with the governing text quoted in each. Prepared by HKDE to help contractors organise submissions; they are not WSD forms and the Particular Specification prevails.

填寫時最容易出錯的八個位
- 「規格要求」欄必須一字不改引錄原文，不得改寫、撮寫或翻譯。一句原文包含多項要求時可拆成多行，但每行都要註明同一條款出處。
- 所供數值要與規格採用同一單位基準。EM-02-05 的準確度以量程百分比表示，型錄若以 ±mg/L 或讀數百分比表示，須換算後填寫並在備註列明換算方法。
- 合規狀況只可選 Comply、Deviate 或 Not applicable。選 Deviate 必須說明偏差及理據並交叉引用標準對照表；選 Not applicable 必須寫明理由，不可留空。
- EM-02-05（2026 年 5 月版）本身沒有細分條款編號，範本的 B-01 至 B-21 只是自訂編號，正式呈交時須同時列出 §1、§2、§3 及段落或表格行。
- §2.10 分兩條路：金屬部件提交 AS/NZS 4020:2018 金屬析出型式試驗報告並對照 Table A，非金屬部件對 BS 6920 系列。一份金屬報告覆蓋不到膠件；螺絲、墊圈、密封件、取樣喉管及焊接位都要逐行列出。
- AS/NZS 4020:2018 析出試驗的比例因子（scaling factor，試件表面積與試驗水體積之比）按該部件所屬的水務署標準規格採用（§2.10(2)）；EM-00-03 本身沒有訂明數值，須在型式試驗報告及 T4 清單註明所用比例因子及其出處。
- 製造商聲明由製造商而非承建商簽署；已安裝項目必須是同類型及同規模，聯絡人資料須先徵得客戶同意。
- 獨立檢驗機構的提名須在檢驗或見證測試前最少兩個月提出；檢驗員與報告核簽人一般須為不同人，廠內與工地檢驗須由不同機構負責。

EM-00-03 §1.2 Equipment Approval
Unless otherwise specified, within one (1) month after commencement of Contract, the Contractor shall submit for approval one (1) hardcopy of submission including the make, model and rating of individual plant and equipment / Plant and Materials together with technical details, technical literature and standard drawings of the equipment manufacturer. Within three (3) weeks from the receipt of the said submission, comment/approval will be given. […] The ordering of manufacture of plant or equipment shall not commence before approval on the same is given.
EM-00-03 §2.2（末段）及 §2.3 Standards and Specification
Alternative offers complying with other national or international standards may be accepted provided that the Contractor/supplier/manufacturer can submit supporting information to the Engineer/ Project Manager for acceptance by comparison to demonstrate that such standards are equivalent or superior to the standards as specified in this Specification, in terms of functionality/ performance. […] Manufacturers offering equipment to other standards shall supply duplicate copies of such standards in English or Chinese (if applicable) and S.I. units together with full details of any deviations from the relevant International Standards indicated.
EM-00-03 §2.5 Qualifying Experience
Owing to the requirement for extreme reliability, only equipment of proven design and manufacture will be accepted. The manufacturer shall state his experience in the manufacturing of the equipment and systems on request and provide a list of installed schemes of similar types and sizes as the manufacturer proposes to offer for this application. Unless otherwise specified, the manufacturer shall have at least three (3) years of experience in the manufacture of the equipment or similar items.
EM-00-03 §2.10 (2) 至 (5)
(2) The latest Manufacturer's type test reports for the leachability metal testing according to AS/NZS4020:2018 shall be submitted to the Engineer or Project Manager for material approval. […] (3) The lead of all metallic materials in contact with fresh water shall not be more than 3.5% by mass. (4)(a) The lead and antimony of all soldering alloys shall not be more than 0.07% and 0.1% by mass respectively. (b) The cadmium of all brazing alloys shall not be more than 0.01% by mass. (5) All non-metallic materials and products in contact with fresh water shall comply with relevant requirements in BS 6920-1:2014, BS 6920-2.1:2014, BS 6920-2.4:2000+A1:2014, BS6920-2.5:2000+A2:2014, BS6920-2.6:2000+A2:2014 or equivalent standards. Table 1 of BS 6920-1:2014 shall be replaced by Table A above.
EM-00-03 §3.7 Certificates of Compliance and Origin
(a) The Contractor shall, if required, obtain from the manufacturers and submit to the Engineer / Project Manager, the Certificate of Compliance proving the Plant and Materials’ compliance with the requirements in this contract. (b) Certificate of Origin of Plant and Materials stating the country, state, name and address of the source, supplier or manufacturer as appropriate, if required, shall be supplied to the Engineer / Project Manager, by the Contractor. (c) Submitted Certificates of Compliance and Origin shall have been authenticated by the authorised representatives of the suppliers or manufacturers. Any inaccurate or misleading information on the certificates may lead to rejection of the Plant and Materials by the Engineer/ Project Manager.
EM-00-01 §1.2 Independent Inspection Body
The IIB shall fulfill at least one (1) of the requirements below: (1) Registered under the Hong Kong Inspection Body Accreditation Scheme (HKIAS) or an accreditation scheme endorsed by any partner of HKIAS’ Mutual Recognition Arrangement (MRA); or (2) Inspection bodies registered under other national accreditation authority not covered by MRA will only be considered when such authority is considered to have equivalent qualifications as a MRA partner and approved / accepted by the Purchaser; or (3) Inspection bodies having at least ten (10) years of relevant experience in providing similar inspection services and approved / accepted by the Purchaser.
使用前必讀
- EM-00-03 是總則，EM-02-05 是標準規格，多條條款以「Unless otherwise specified」開首，EM-02-05 §3 亦兩度以特別規格為準。每份範本均設有特別規格或合約覆蓋欄，使用前必須先核對合約文件。
- 範本引用的時限與數量（一個月、三星期、四套說明書、三年製造經驗、兩個月提名期等）是所讀版本的預設值，合約、工程師或日後修訂可以更改。每份範本均標明所依據的規格版本。
- 圖則、說明書及綠色採購的詳細要求分別載於 EM-90-01、EM-90-02 及 EM-00-05，範本只作交叉引用，並不重述其內容。
- §2.10 對個別部件是否適用，取決於該部件是否「輸送或接收食水」；試劑側濕接觸部件等邊緣情況應向工程師或項目經理確認。
- 範本不構成法律或合約意見；承建商應自行閱讀合約並就責任問題尋求專業意見。
